Garrett Hardin’s "tragedy of the commons" has proven to be a useful concept for understanding how we have come to be at the brim of numerous environmental catastrophes. People face a dangerous situation created not by malicious outside forces but by the apparently appropriate and innocent behaviors of many individuals acting alone.

Despite its reception as revolutionary, Hardin’s tragedy was not a new concept: its intellectual roots trace back to Aristotle who noted that "what is common to the greatest number has the least care bestowed upon it". Today such situations exist everywhere. For example, the communal computers in the school can not be used only after two years but the PCs owned by ourselves are still good enough.

In similarly, Internet is communal resource, everyone can use it, but what we paid is totally disproportionate with what we obtained. If there’s no regulation of government of administrative law, people will abuse it. I think that’s why the telecommunication department of

China

would force-out BT, the most prevalent download software. People obtained many advantages through BT, but movie and music industry confront with increasingly formidable development environment.

As for politics, the problem of Global Warming is a typical problem. For the sake of industry development and respective interest, some countries wantonly let out carbon dioxide, never considering that we have only one earth. Such ‘the tragedy of commons’can be found everywhere, for example, global fishery, the farmland of developing countries, the rain forest of Brazil, acid rain and so on.

The same situation take place in community, especially the organization lay store by separating authority. For example, when some regional departments who has respective self-governing authority need to use one and the same supporting colony – a research group, a salesman team or a group of secretaries, every department will afraid that itself could not gain enough attention of the communal colony. Hence, every director of respective department asks for upper priority. As every department asks for dealing with their problems preferentially, the supporting colony can not afford the overcharge and the quality of job will deteriorate, the result is that every department gets more kicks than halfpence.

As Hardin concluded, freedom is the role of education to reveal to all the necessity of abandoning the freedom to breed, only so, can we put an end to this aspect of the tragedy of the commons. I think that is to say, freedom without limit could not be real freedom to anyone.
